Holding the Skill input allows you to control where it goes (including in mid-air). Keqing's Skill allows you to place an Electro mark within a short distance from her. Normall Attacks are much weaker, but her Charged Attacks will scale with her Normal Attack talent. As a Sword wielder, her stamina cost to use these attacks is also low. Keqing's Charged Attacks are quite strong regardless of what team she's in, dealing two hits of respectable damage with each Charged Attack. Physical DPS: Normal Attacks (you don't care about her Electro DMG from Skill and Burst), just spam Charged Attacks.Quickswap or Aggravate DPS: Burst > Skill > Normal Attack.Sustained or Generic Electro DPS: Normal Attack > Skill > Burst.You should generally max all of her talents, as they're all useful. Prioritizing talent levels really depends on how you want to play her. Keqing is a character where you can swap in, Burst, and swap out until she's ready, or use her Skill to infuse her Normal and Charged Attacks with Electro to repeatedly Charged Attack enemies into oblivion. What makes Keqing exceptional in Aggravate teams is her rapid application of Electro onto enemies thanks to her Burst each application of Electro to a Quickened (Electro+Dendro) enemy triggers Aggravate, which increases damage based on the character's level and Elemental Mastery. Keqing's energy needs are practically nonexistant, so you can neglect your Energy Recharge stat entirely in order to focus on pure damage output. It's recommended to check the Comprehensive Guide to Elemental Reactions if you intend to use Keqing in Aggravate teams, in order to best understand her elemental application and damage potential. Nevertheless, this is still a competent option. Physical DPS's have gotten much worse since Genshin Impact's launch, and even the DPS designed for Physical DMG, Eula, is rarely seen in high level play, save for die-hard fans of her. Physical DPS: Generally competitive with the generic Electro DPS, but restricts herself to Superconduct teams.Not much is different from the Aggravate build, other than ignoring EM and focusing on ATK, Electro DMG, and CRIT stats. She will usually not perform at her best, but this opens up her team compositions to various teammates that can carry her. Generic Electro DPS/Driver The most flexible option if you just want to slap Keqing into any team you want.If Keqing is your favorite character and you want to see the biggest damage numbers from her specifically, choose this build style. Quicken/Aggravate DPS: Usually the best role for Keqing's personal damage.Realistically, though, there are three separate builds to play Keqing in, which will be revisited in both the weapons section and artifact section. One noteworthy feature of Keqing's kit is that it's adaptable to your circumstances, as long as those circumstances require damage output. She can be played as a traditional "assassin" role with fast attacks and short field time or a sustained DPS fronting the assault on enemies. Keqing is a DPS or Driver (a Normal Attacker who directs off-field DPS's like Xingqiu, Beidou, and Yelan) who is surprisingly flexible. Keqing is available on every banner at all times, albeit the chance is small to get her, as she never gets rate-up banners like limited 5-stars do.
